North Dakota Introduces Bill to Protect Bitcoin Miners and Holders
The state of North Dakota has taken a step forward in protecting the rights of Bitcoin users, including miners and holders. According to Dennis Porter, CEO of the Satoshi Action Fund, a bill has been introduced by Representative Nathan Toman to uphold the rights of Bitcoin enthusiasts.
Porter confirmed the news in a recent post, stating that the bill aims to protect four main principles related to Bitcoin rights. These include:
- The right to mine Bitcoin
- The right to have self-custody over Bitcoin
- The right to perform peer-to-peer transactions
- The right to run a Bitcoin node
Porter has been instrumental in introducing bills in key U.S. states that uphold Bitcoin holder rights and promote strategic Bitcoin reserves. His efforts have led to the introduction of several bills, including one in Montana that enables the state to invest in up to $50 million worth of Bitcoin, digital assets, stablecoin, or precious metals.
Previous Efforts to Protect Bitcoin Rights
In May 2023, a proposal for a bill to protect citizen rights to mine cryptocurrency was introduced and signed in Montana, known as S.B. 178. The legislation prevents municipalities in Montana from banning Bitcoin mining. Similarly, in February 2023, Mississippi passed a series of bills, including one titled βRight to Mine,β which protects the right to mine Bitcoin and other digital assets.
On the other hand, some states have attempted to limit or outright ban cryptocurrency mining. New York and Arkansas are the only known U.S. states to have taken such measures. In April 2024, two bills introduced to the Arkansas State House could potentially limit crypto mining in the state. In 2022, New York Governor Kathy Hochul signed a bill banning Bitcoin mining operations powered by carbon-based energy, which lasted for two years.
