Criminals are utilizing Telegram to trade sensitive information such as credit card details and passwords and to purchase tools like malware for stealing funds. Unlicensed cryptocurrency exchanges advertised on Telegram provide money laundering services for criminal organizations.

The report emphasizes the situation in Southeast Asia, where Chinese crime syndicates are running billion-dollar fraud schemes. According to the UNODC, these operations generate between $27.4 billion and $36.5 billion annually. One group reportedly advertised the capability to move $3 million worth of stolen Tether (USDT) per day.

Recent Law Enforcement Actions

Last week, Vietnamese police dismantled an international crypto fraud network operating from Laos’ Golden Triangle Special Economic Zone, arresting five suspects. The scammers defrauded victims of over 17.6 billion VND through fake romantic relationships and fraudulent investments on a platform called β€œBiconomynft.”

Telegram’s Role and Law Enforcement

With close to 1 billion users, Telegram has come under scrutiny, particularly its founder, Pavel Durov. In August, Durov was arrested in Paris and charged with allowing the platform to facilitate criminal activities, including the distribution of child sexual images. This event has sparked debates about the responsibility of messaging platforms to prevent criminal activity while balancing users’ privacy rights.

Platform Moderation and Legal Compliance

Following his arrest, Durov announced updates to Telegram’s moderation policies in response to concerns over misuse. He indicated that Telegram might disclose the IP addresses and phone numbers of rule violators to authorities following valid legal requests.
